States lurch toward revamping Medicaid donation programs.

States that are facing federal deadlines for revamping their Medicaid provider tax and donation programs have taken on the task with varying degrees of success. Only a few have enacted new programs to comply with a 1991 law aimed at curbing perceived abuses. And those that have crafted new programs have done so without the guidance of HCFA's rules.
