Abstract

New energy enterprises have become a crucial pathway to achieving green and low-carbon development and enhancing industrial security. This study uses intellectual property protection policies as an exogenous shock, leveraging data from A-share listed companies in the new energy industry between 2007 and 2023, to construct a multi-time point difference-in-differences model. The study examines the impact of national intellectual property demonstration city policies on enterprises' breakthroughs in key core technologies. The results indicate that the policy significantly promotes breakthroughs in key core technologies of new energy enterprises. Mechanism tests show that intellectual property protection policies primarily promote technological breakthroughs indirectly by reducing innovation risks, alleviating financing constraints, and enhancing R&D activity. Heterogeneity analysis further reveals that the policy effect is more pronounced in state-owned enterprises, enterprises registered in non-western regions, or cities that have not implemented patent insurance pilot programs. This study deepens the understanding of the micro-mechanisms underlying technological breakthroughs in new energy enterprises from the perspective of property rights protection, expands the research perspective on the relationship between institutional incentives and enterprise innovation in the context of green and low-carbon transformation, and provides theoretical basis and empirical support for optimizing regional intellectual property policy tools and strengthening the technological foundation of the new energy industry.

新能源企业已成为实现绿色低碳发展和增强产业安全的关键路径。本研究将知识产权保护政策作为一种外生冲击,利用2007年至2023年新能源行业A股上市公司的数据,构建多时点双重差分模型。研究考察国家知识产权示范城市政策对企业关键核心技术突破的影响。结果表明,该政策显著促进了新能源企业关键核心技术的突破。机制检验表明,知识产权保护政策主要通过降低创新风险、缓解融资约束和增强研发活动来间接促进技术突破。异质性分析进一步揭示,该政策效应在国有企业、注册于非西部地区的企业或未实施专利保险试点项目的城市中更为显著。本研究从产权保护视角深化了对新能源企业技术突破微观机制的理解,拓展了绿色低碳转型背景下制度激励与企业创新关系的研究视角,为优化区域知识产权政策工具和强化新能源产业技术基础提供了理论依据和实证支持。
