Medicare program; reimbursement for costs incurred in relation to union activities--Health Care Financing Administration. Final notice.

This notice sets forth HCFA's response to its previous notice published in the Federal Register on October 21, 1980. That notice restated HCFA's policy with respect to the allowability of provider costs incurred in certain union activities and requested public comment on our policy. As a result of our reexamination of this policy, following that publication, we have decided to retain the policy but to provide further clarification and examples in the Provider Reimbursement Manual.
