This Act establishes procedures for the implementation of the 1980 Hague Convention on the Civil Aspects of International Child Abduction. The Convention was ratified by the US in 1986 and its instrument of ratification deposited with the Government of the Netherlands on 30 April 1988. Among other things, the Act grants States and the Federal Government concurrent jurisdiction over most actions, allows courts to take provisional measures to protect the well-being of a child or prevent the child's removal or concealment, and provides for the exchange of information in order to locate children.
