Is Medicaid next? That's what some in Washington are wonderng as they ponder the nomination of EPA Administrator Michael Leavitt, left, to head HHS. During his 11 years as Utah governor, Leavitt's most notable healthcare achievement was securing a Medicaid waiver that expanded coverage but cut benefits.
