Franz, DVM, PhD, is a former commander of the US Army Medical Research Institute of Infectious Diseases (USAMRIID); committee member of the National Academies' 2004 report Biotechnology in an Age of Terrorism: Confronting the Dual-Use Dilemma ("The Fink Report"); charter member of the National Science Advisory Board for Biosecurity (NSABB), where he co-chaired the International Panel; and currently serves as chair of the Biological Subgroup of NAS's Committee for International Security and Arms Control.
