"The home care industry is where the nursing home industry was 20 years ago--growing rapidly and unregulated," reported The Washington Post in 1986, a consensus shared by legislators, regulators, consumers, and providers. In response, the Foundation for Hospice and Homecare initiated the national certification project, which seeks to establish a national standard for the basic preparation of homemaker-home health aides.
