As part of a far-reaching blueprint for ensuring primary care for the uninsured in Florida, a state task force is urging the formation of a public-private "purchasing cooperative" in pursuit of affordable care for all residents. The panel also envisions a regulatory agency with wide-ranging powers to weed out duplication of services and spearhead insurance reforms.
