Hospitals and colleges, with their large work forces of parents who work odd hours, were pioneers in offering on-site child care services, and they continue to be in the forefront among American employers. Security departments are sometimes called on to provide extra measures of safety and protection against liability concerns, but many experts say they could be doing much more.
