The United States Congress responded to Americans' healthcare worries with more than 30 healthcare reform proposals in 1991. Each bill falls into one of three camps: incremental approaches that favor improvements in the current system, employer-based programs, and single-payer programs, which would funnel all funds through a public administrator. Although major reform is unlikely to pass through Congress in the next year, knowing the details of proposals from Congress and other groups helps provide a framework for discussion of healthcare reform.
