Abstract
President Clinton is hoping to secure a place in history by balancing the federal budget, a prospect that has many in the healthcare industry worried. With Medicare and Medicaid eating up major portions of federal spending, any move to trim the deficit will require painful cuts in provider payments. And funds for programs like children's access to healthcare are likely to be scarce.
