The government should not increase funding to the NHS until it can be demonstrated that this will improve population health and that the money cannot be made available from reducing current inefficiencies. The absence of an information base in the NHS is one of the greatest challenges. The new administration needs to acquire a deeper understanding of how resources are being used. New untested organisational structures and policy stunts should be avoided. Waiting lists should be prioritised according to urgency and ability to benefit.
在能够证明增加对国民医疗服务体系（NHS）的资金投入将改善民众健康状况，且无法通过减少当前的低效状况来提供这笔资金之前，政府不应增加对NHS的资金投入。NHS缺乏信息基础是最大的挑战之一。新政府需要更深入地了解资源的使用方式。应避免采用未经检验的新组织结构和政策噱头。候诊名单应根据紧急程度和受益能力进行优先排序。
