The assessment of administrative performance has three steps: the establishment of appropriate criteria, the periodic application of the criteria in a proper setting, and the resolution of any differences. Criteria should be identified in terms of areas of major board responsibility and should be expressed as elements of those areas. The manner in which a board evaluates management is a measure of the performance of the board itself.
