Abstract
This excerpt from HMOs and the Politics of Health System Reform (Chicago: American Hospital Association and Robert J. Brady Co., 1979) forecasts a period of growth for HMOs due to passage of the 1978 HMO amendments and the commitment of the Carter Administration to HMO development. HMOs have emerged as the most expedient tool to achieve some measure of health system reform.
