This article describes the planning and implementation of a new approach to providing services at a state psychiatric center. This approach focused on the input side of the system rather than the traditional output side. A systems management approach was used to develop and implement the plan. Current beliefs and research findings served to direct the new program's elements. This approach proved to be effective and suggests a different approach to improving public psychiatric care.
