Administration of grants--HHS. Final rule.

This amendment to 45 CFR Part 74 implements for HHS a change to OMB Circular A-110. A longstanding rule generally requires recipients to remit to the Federal Government any interest they earn on advances of Federal grant funds. The change to Circular A-110 (1) requires recipients covered by the Circular to deposit advances of Federal funds in interest-bearing accounts, and (2) permits them to retain $100 per year of the earned interest to cover administrative expenses.
