These regulations specify Federal requirements under Medicaid (title XIX of the Social Security Act) for the provision of nurse-midwife services. They implement section 965 of Pub. L. 96-499, the Omnibus Reconciliation Act of 1980, which mandates that payment must be made for nurse-midwife services to categorically needy recipients. The purpose of the regulations is to define nurse-midwife services and specify how States are to pay for these services under Medicaid.
