The main task of the mental health service since Union has been to overcome a chronic shortage of accommodation. The main reason for the lack of success was financial. The strain on accommodation was partially relieved by the introduction of modern methods of treatment and by the erection of hospitals for Blacks in the Homelands. The new Mental Health ACT OF 1973 is an improvement on the Mental Disorders Act of 1916.
