For more than a decade, lawmakers have focused on improving care in the nation's nursing homes by seeking to toughening legislation. With a growing population of elderly and a heightened focus on long-term care in general, states and the federal government in recent years have strengthened their resolve to crackdown on delinquent nursing facilities. One of their targets is the ratio of staff to patients and its impact on deficiencies.
