The strongest likely candidate to coordinate President Clinton's proposed mandatory error reporting system is the nation's network of peer review organizations (PROs). Opponents of the idea concede that PROs have the resources to handle the operation and can offer peer review protection to concerned providers. But, they contend, PROs are too much under the control of the Health Care Financing Administration and too closely linked to health care-based enforcement agencies.
