This Decree provides that during the years 1987-1992 there is to be a general census of population and habitat in Madagascar. The duties to be undertaken are the preparation and execution of the census and the analysis and publication of the results according to a set calendar. To this end, the Decree establishes a National Commission for the Census of Population and Habitat to furnish orientation and coordination, a Technical Subcommission for the Census of Population and Habitat to establish the methodology of the census, and a Directorate for the Census of Population and Habitat to execute the census.
