Undercount problems in the U.S. census are outlined, and methods to correct them are described. "Methods tested in the last decade appeared very promising, but a political decision was made not to adjust the census. That decision has now been repealed and the 1990 U.S. Census may be the first to reflect an adjustment for the undercount." (SUMMARY IN ENG AND SPA)
