According to statistics, every second registered petition filed by citizens is acknowledged as substantiated in the Omsk Region. The authors' data demonstrate that the main reason for such petitions with complaints submitted by citizens to various institutions is preconditioned by inaccessibility or limitations in receiving the free-of-charge medical care guaranteed by legislation. Methodological approaches to solving the problem of protecting the rights of citizens to receiving the free-of-charge medical care within the framework of the Compulsory Medical Insurance (CMI) territorial program and practical mechanisms of their realization are described by using the example of the Omsk Region.
据统计，在鄂木斯克州，公民提交的每两份登记申诉中就有一份被认定为有理有据。作者的数据表明，公民向各机构提交此类投诉申诉的主要原因是无法获得或在接受立法保障的免费医疗服务方面受到限制。本文以鄂木斯克州为例，阐述了在强制医疗保险（CMI）地区项目框架内解决公民获得免费医疗服务权利保护问题的方法途径及其实际实现机制。
