The need to protect children from second-hand tobacco smoke.

Second-hand tobacco smoke has serious effects on health--particularly that of children. Voluntary measures to protect people from exposure to second-hand smoke in public places have failed. This paper argues that legislation is needed to ban smoking in public places.
