Confidence of PCT chief executives has slumped across almost all the key indicators in HSJ's Barometer survey. There are new lows in optimism on access targets, negotiating power, the national programme for IT and payment by results. Only confidence in meeting the drug treatment target continued to rise. And 31 per cent of chief executives expect to get fewer than two stars this year compared to 20 per cent of the panel currently at that level.
