To improve the quality of out- and inpatient care in otorhinolaryngology, the authors propose standard minimum of medical measures (preventive, diagnostic and therapeutic) which should be taken in each nosological entity of ENT pathology. It is emphasized that medical standards should be adjusted to the disease peculiarities, possible atypical course, etc., but the scope of diagnostic and therapeutic care should not be less than the standard list of measures. Deviation from the standards is a criterion of medical service imperfection.
为提高耳鼻喉科门诊和住院治疗的质量，作者提出了在耳鼻喉科病理学的每个病种中应采取的标准最低医疗措施（预防、诊断和治疗）。强调医疗标准应根据疾病特点、可能的非典型病程等进行调整，但诊断和治疗护理的范围不应少于标准措施清单。偏离标准是医疗服务不完善的一个标准。
