Community-based care is increasingly becoming the mainstream approach to healthcare around the world due to rapid growth in elderly populations, health technology improvements and rising healthcare costs. The International Council of Nurses (ICN), reflecting the call in the 1978 Declaration of Alma-Ata to improve primary health care worldwide, designated "Delivering Quality, Serving Communities" as the theme of International Nurses' Day for two consecutive years. The purpose of this paper is to review strategies listed in the 2008 and 2009 International Nurses' Day Kit developed by the ICN, explore the current situation of community health nursing in Taiwan, and provide suggestions related to future preparation of professional nursing development and policymaking in Taiwan.
由于老年人口迅速增长、健康技术进步以及医疗保健成本不断上升,基于社区的护理正日益成为全球医疗保健的主流方式。国际护士理事会(ICN)响应1978年《阿拉木图宣言》中改善全球初级卫生保健的呼吁,连续两年将“提供优质护理,服务社区”定为国际护士节的主题。本文旨在回顾ICN制定的2008年和2009年国际护士节资料包中列出的策略,探讨台湾社区健康护理的现状,并为台湾未来专业护理发展和政策制定的准备工作提供相关建议。
