The aim of this study was to identify opportunities for the development of best practice community mental health care models in Japan using key information extracted from the Asia-Pacific Community Mental Health Development Project, site visits conducted on community mental health models, and discussion on service delivery with mental health leaders in government, clinical services and community.
In terms of hospital-based care, Japan has the highest number of psychiatric beds and highest ratio of beds per capita in the world. Strategies to address the disproportionate balance of mental health service components are clearly needed. While progress and initiatives in community-based mental health services are promising, there are significant challenges facing the mental health system in Japan. There is a need to expand the scope, quantity and distribution of best practice community mental health services in Japan. The available funding and human resource could be further directed to effective and culturally appropriate community-based services. Increased leadership capacity and confidence in the mental health workforce at all levels should be addressed effectively.
本研究旨在利用从亚太社区精神卫生发展项目中提取的关键信息、对社区精神卫生模式进行的实地考察以及与政府、临床服务机构和社区中的精神卫生领导者就服务提供情况展开的讨论,来确定日本发展最佳实践社区精神卫生护理模式的机会。
在基于医院的护理方面,日本拥有世界上数量最多的精神病床位以及最高的人均床位数。显然需要采取策略来解决精神卫生服务各组成部分之间不均衡的问题。虽然基于社区的精神卫生服务取得的进展和举措很有前景,但日本的精神卫生系统仍面临重大挑战。有必要在日本扩大最佳实践社区精神卫生服务的范围、数量和分布。可用资金和人力资源可进一步用于有效且符合文化背景的社区服务。应有效解决各级精神卫生工作人员领导能力和信心增强的问题。
