This brief review describes the development of Primary Health Care (PHC) in all countries of the world and the main factors which urged the World Community to adapt the PHC as the "key" for the attainment of the goal "Health for All by the year 2000". In addition, emphasis is given to the role and the contribution of Nursing to the achievement of the above goal.
本简要综述描述了世界各国初级卫生保健（PHC）的发展情况，以及促使国际社会将初级卫生保健作为实现“2000年人人享有健康”目标的“关键”因素。此外，还强调了护理在实现上述目标中的作用和贡献。
