The United States differs from other developed countries in health care system which does not guarantee health care for the entire population. The right to health care is not considered a part of the basic human rights. There is much more emphasis on individual responsibility in insurance of health services that are essentially commercial in nature. The aim of this article is to inform on US health system and the measures underlying the recently introduced health reform, whose future development cannot be predicted at present.
美国在医疗保健系统方面与其他发达国家不同,其医疗保健系统并不保障全体人口的医疗保健。医疗保健权不被视为基本人权的一部分。在本质上基本属于商业性质的医疗服务保险方面,更加强调个人责任。本文旨在介绍美国医疗系统以及近期推出的医疗改革所依据的措施,其未来发展目前尚无法预测。
