INTRODUCTION
Improving primary care services for mental health and substance abuse problems was one of the major goals of the Finnish national plan for mental health and substance abuse work.
METHODS
The study data are drawn from the Regional Health and Well-being Study samples. Participants reported their health service use.
RESULTS
Women and young adults used more mental health services than did men and older citizens. However, a significant proportion of those with mental health problems had not used any health services.
CONCLUSIONS
More attention should be paid on reducing the stigma associated to mental health and substance abuse problems both within the health care system and the society.

改善针对心理健康和药物滥用问题的初级保健服务是芬兰心理健康和药物滥用工作国家计划的主要目标之一。
方法
研究数据取自区域健康与福祉研究样本。参与者报告了他们对医疗服务的使用情况。
结果
女性和年轻人比男性和老年人使用更多的心理健康服务。然而，相当一部分有心理健康问题的人未使用任何医疗服务。
结论
在医疗保健系统和社会内部，应更加关注减少与心理健康和药物滥用问题相关的耻辱感。
