Governance refers to the ongoing process in which governments, civil associations, markets and social networks mobilize resources and consolidate power relations and trust in order to achieve goals and legitimacy using different mechanisms and organizational perspectives. The objective of this article based on a critical review of the literature is to discuss the limits and scope of the governance arrangements oriented to health promotion and to reflect on the possible implications for the institutional and decision making profile in the area. The conclusion drawn is that effective governance in the health sector involves an incremental and dynamic process capable of bringing together multiple actors, enhancing inclusive deliberative spaces and expanding networking mechanisms.
治理是指政府、民间社团、市场和社会网络持续开展的一个过程,在这个过程中,它们调动资源、巩固权力关系与信任,以便运用不同机制和组织视角来实现目标并确立合法性。本文基于对文献的批判性回顾,旨在探讨面向健康促进的治理安排的局限性和范围,并思考其对该领域机构和决策格局可能产生的影响。得出的结论是,卫生部门的有效治理涉及一个渐进且动态的过程,这个过程能够汇聚多个行为体,加强包容性的审议空间并扩展网络机制。
