The article presents the history of becoming and development of penitentiary medicine as a part of public health with one's own specificity. The development of penitentiary medicine was impacted by development of medical science and practice on the whole, by evolution of legal positioning of convicts and by achievements of psychology, pedagogics, sociology and jurisprudence. The historical periods of development of national penitentiary medicine are distinguished, including interpretation of key issues characterizing its state: legal status of convict, level of integration of public and penitentiary sectors of health care, development of network of medical institutions for convicts, condition of training of penitentiary physicians, attitude of society and state to the problem of health protection of convicts, conformity to international legal standards.
本文介绍了监狱医学作为公共卫生一部分的形成与发展历史，其具有自身的特殊性。监狱医学的发展受到整个医学科学与实践的发展、罪犯法律定位的演变以及心理学、教育学、社会学和法学成就的影响。文中区分了国家监狱医学发展的历史时期，包括对表征其状况的关键问题的阐释：罪犯的法律地位、公共卫生与监狱卫生部门的整合程度、罪犯医疗机构网络的发展、监狱医生的培训状况、社会和国家对罪犯健康保护问题的态度、与国际法律标准的契合度。
