Rachel J. Stern ( Rachel. Stern@ucsf. edu ) is the medical director of two Medi-Cal value-based payment programs for the San Francisco Health Network: the Public Hospital Redesign and Incentives in Medi-Cal (PRIME) and Quality Incentive Program in Medi-Cal (QIP). She is also a primary care physician and an assistant professor of medicine at the University of California San Francisco. The author thanks her mother, Janice R.
