Health care for the poor: where has all the money gone?

Federal budget cuts and health care rationing have had an adverse impact on health care for the poor. These effects are described and alternatives to the traditional health care delivery to the poor are presented. Nursing administrators must be aware of the changes in the economics of health care and how these changes have affected the health care delivery system so they may participate in shaping the future directions of health care in the United States.
