Abstract

BACKGROUND

No single method of health technology assessment (HTA) can meet all the policy- and decision-making needs in a country. However, there should be minimum criteria for performing HTA worldwide, and many HTA agencies have reached a consensus on this.

AIM

This study aimed to assess the quality of HTA reports in the Islamic Republic of Iran.

METHOD

We examined all the HTA research reports published by the Iranian HTA office up to 2020, using the International Network of Agencies for Health Technology Assessment checklist for quality assessment.

RESULTS

A total of 97 reports were examined, of which only 10.0% provided complete and appropriate contact details for further information and 5.6% clearly stated a conflict of interest. In 87.78% of the reports, the scope of assessment was clearly determined. The quality of the reports was relatively appropriate as well as details of the sources of information and text search strategies. Some 7.8%, 74.4%, 11.1%, 8.9%, and 4.4%, respectively, of the reports considered legal aspects, economic analysis, ethical implications, social implications, and other stakeholder perspectives.

CONCLUSION

We recommend that minimum standards be established for the HTA process so that healthcare policy- and decision-makers can make reliable decisions on the basis of the HTA reports.

没有单一的健康技术评估(HTA)方法可以满足一个国家所有的政策和决策需求。然而,全球范围内应该有进行 HTA 的最低标准,并且许多 HTA 机构已经对此达成共识。

目的

本研究旨在评估伊朗伊斯兰共和国 HTA 报告的质量。

方法

我们使用国际卫生技术评估机构网络的 HTA 质量评估清单,检查了截至 2020 年由伊朗 HTA 办公室发布的所有 HTA 研究报告。

结果

共检查了 97 份报告,其中只有 10.0%提供了完整且适当的联系方式以获取更多信息,5.6%明确表示存在利益冲突。在 87.78%的报告中,评估范围明确确定。报告的质量以及信息来源和文本搜索策略的详细程度都相对适当。分别有 7.8%、74.4%、11.1%、8.9%和 4.4%的报告考虑了法律方面、经济分析、伦理影响、社会影响和其他利益相关者的观点。

结论

我们建议为 HTA 过程制定最低标准,以便医疗保健政策和决策者能够根据 HTA 报告做出可靠的决策。
