The new species is described and illustrated from two males (holotype: Venezuela, Amazonas State, Serranía del Cuao, Caño Negro, 1440 m elevation, 5.087°N, 67.438°W, deposited in the MIZA Odonata collection, Universidad Central de Venezuela, Faculty of Agronomy, Maracay). The new species differs from all other species so far known mainly in structure of posterior hamulus and cercus. The subgenus Mesocordulia May, 1992 is formally elevated to generic rank different from Neocordulia Selys, 1882.
新物种依据两只雄性个体进行描述和绘图（正模标本：委内瑞拉亚马逊州，库奥山，内格罗河，海拔1440米，北纬5.087°，西经67.438°，保存于委内瑞拉中央大学农学院马拉开波分校的MIZA蜻蜓目收藏中）。该新物种与迄今已知的所有其他物种的主要区别在于后钩和尾铗的结构。1992年的Mesocordulia亚属被正式提升为与1882年的Neocordulia不同的属级分类单元。
