Abstract

Enhancing carbon emission efficiency (CEE) is crucial for addressing climate change and advancing sustainable development. While prior studies have suggested potential impacts of industrial structural upgrading (ISU) on CEE, comprehensive studies, particularly regarding spatial spillover effects, are still lacking. We conducted a theoretical framework to examine ISU's direct and spatial spillover effects on CEE, using panel data from 280 Chinese cities from 2006 to 2021. Our findings show that the average CEE rises initially before declining, while the average ISU declines before increasing, displaying positive spatial autocorrelation. Employing a spatial Durbin model, we found that ISU boosts local CEE and triggers spatial spillover effects in adjacent regions. This is attributed to ISU fostering demonstration and imitation effects by promoting the interregional flow of factors, thus contributing to CEE in neighboring areas. Additionally, the spatial spillover effect exhibits evident regional heterogeneity, being statistically significant solely in the central region. Our study highlights the critical role of the spatial spillover effects of ISU in enhancing China's CEE, and recommends differentiated emission reduction policies with a strong emphasis on the coordination of ISU-related policy measures.

提高碳排放效率(CEE)对于应对气候变化和推进可持续发展至关重要。虽然先前的研究表明产业结构升级(ISU)对碳排放效率有潜在影响,但仍缺乏全面的研究,特别是关于空间溢出效应的研究。我们构建了一个理论框架,利用2006年至2021年中国280个城市的面板数据,研究产业结构升级对碳排放效率的直接和空间溢出效应。我们的研究结果表明,平均碳排放效率先上升后下降,而平均产业结构升级先下降后上升,呈现出正的空间自相关性。采用空间杜宾模型,我们发现产业结构升级提高了本地的碳排放效率,并在相邻地区引发了空间溢出效应。这归因于产业结构升级通过促进要素的区域间流动,培育了示范和模仿效应,从而促进了周边地区的碳排放效率。此外,空间溢出效应表现出明显的区域异质性,仅在中部地区具有统计学意义。我们的研究强调了产业结构升级的空间溢出效应在提高中国碳排放效率方面的关键作用,并建议采取差异化的减排政策,特别强调与产业结构升级相关政策措施的协调。
