Abstract
Four of the first fully designated Health Systems Agencies (HSAs), located in Buffalo, NY. Cincinnati, Indianapolis, and Rochester, NY, are tackling a variety of health care delivery problems with a wide range of possible solutions. Relationships with providers, the nature of the areas involved, political considerations, and history are all playing a part in shaping the identities of these new agencies.
