The purposes of this paper is to orient physical therapists to Public Law 94-142 and to reflect upon the implications of this law for therapists in clinical settings and preservice training. Key phrases relative to this law are "least restrictive environment" and "free and appropriate education." Both phrases have direct implications for physical therapists because local educational agencies must provide services and experiences that are deemed appropriate for a child's educational needs.
