Health-care markets, characterized by unusual structures and incentives, are less effectively influenced by direct economic regulation than are other markets. Command-and-control economic regulation may contain costs but to the detriment of access, efficiency, innovation, and responsiveness to consumers. Market reform strategies offer a sound and feasible policy alternative.
