International terrorism has increased rapidly and become more menacing. Its main aim is psychological: to spread fear and undermine morale for political blackmail. It is not to be confused with a guerilla war of national liberation. In self-protection the free world must combine against terrorist attacks on innocent civilians, taking of hostages, hijacking of aircraft and involvement of third-party countries.
国际恐怖主义迅速蔓延，威胁日增。其主要目的是心理层面的：制造恐慌，瓦解士气，以达政治讹诈之目的。切不可将其与民族解放游击战混为一谈。为自我保护，自由世界必须联合起来，抵御针对无辜平民的恐怖袭击、人质劫持、劫机以及第三方国家的卷入。
