The eminent philosopher Yogi Berra once said, "It's like deja vu all over again." Those who followed last year's debate on health-system reform may indeed feel they are experiencing deja vu when Congress launches into its much anticipated debate over how to reform Medicare, cut spending, and save the health-care program for the elderly from certain bankruptcy.
