Between 1992 and 1993, the number of non-elderly Americans without any health insurance rose by 1.1 million, with 922,500 of that increase under age 18. In 1990, states were required to expand Medicaid to cover children up to age 6 if their family income was below 133% of the federal poverty level. In addition, states must cover children born after September 30, 1983, in families with income below the poverty level. This paper analyzes factors associated with uninsured children in 1992 and 1993; the findings may help design effective policies to provide health insurance to uninsured children.
