As the 104th Congress with a Republican majority tackles health care policy, initiatives with a plausible chance of legislative approval include the mandating of universal access to insurance, community rating, maternal and child care coverage, and tort reform. The federal government could be the catalyst, rather than the arbiter, of finite details of reform.
