The attitudes of society and the judiciary to deprived and needy members of the community have influenced their legal standing. From the initial formulation of the Poor Law through to the National Assistance Act there has been concern about the welfare of the old, ill and unemployed. This review traces the development of legislation dealing with compulsory removal and care of these categories of people.
