The number of persons with hearing disability in most countries is more than 10%. In developing countries of the third world, inflammations are the most important cause of hearing dysfunction, but in more civilized countries, more and more individuals are injured by a noisy environment and by noise that is individually produced. In this way, a great number of young people acquire defects of hearing which are not reparable. As a consequence the German government has tried to control the possible danger to the community from noise and has arranged that exposure to unnecessary noises be reduced by standards and regulation.
大多数国家中听力残疾的人数超过10%。在第三世界的发展中国家,炎症是听力功能障碍的最重要原因,但在更文明的国家,越来越多的人受到嘈杂环境和个人制造的噪音的伤害。这样一来,大量年轻人出现了不可修复的听力缺陷。因此,德国政府已试图控制噪音对社区可能造成的危险,并已作出安排,通过标准和法规减少不必要噪音的暴露。
