Abstract
All health care is local, as Tip O'Neill would have said. The late speaker of the U.S. House of Representatives would have been pleased by the vigor with which many states have tried to solve the health care riddle of our time: how can we expand access to health care while containing its cost and improving its quality? States such as Minnesota have volunteered to be the testing ground for a variety of health reform initiatives.
