It is suggested that determination in embryonic development involves two processes: a differential regulation of gene replication order to yield a set of gene-specific replicative patterns, and the conversion of these patterns to a set of transcription potentials by a chromosomal-binding substance. The evidence from studies of Drosophila is discussed, and experimental tests are proposed.
