Abstract

A three-part test for the presence of excess demand is replicated on data from three states in 1988: Wisconsin, Minnesota, and Oregon. No evidence of excess demand was found in Wisconsin and Oregon, and evidence in Minnesota was inconclusive. Limitations of the tests and refinements of the interpretation are discussed.
